That's problem with your ports... you must forward it.

Maybe your router is using port 80 so try write in browser yourlocalip:8080 also close skype before you will start apache.

So for others to access my website, they have to use

My external IP:8080 ?

When all I have to use is my external IP?

Yea all your visitors also must write in their browsers: yourexternalip:8080 to access your site.

Setup your xampp or apache to bind into port 8080.

It seems the download link is.. down at the moment. ='(
