Ok, but can you tell me what system do you use to explane it more clearly ? I think your using PhpMyAdmin and if so, go to the /phpmyadmin (admin panel) and then find the .htaccess then open the file and edit the directory location. Example [Only registered and activated users can see links. ]. But if you don't have any files in the system (only the .htaccess), that could be the problem because you need to pick a directory that the access protection to protect.

Yes, xampp uses port 80, and if you have installed Skype in your computer you should disable the port from "Settings" or close the program, because Skype uses the same port and xampp cannot start. For the internet you shouldn't worry. Or go to Run>cmd> and type netstat -n , and see does some program uses the port 80 and if so then type again netstat -b and it will show you the program that you have to disable/close.

Did you modify access to PHP files? A.k.a. CHMOD,, also if you don't have .htaccess file it must be something u did wrong.

Remove from your htdocs folder index.html... there are one index file which are redirecting you to xampp control panel.
